Admiral Vorex of the Gigerdi Alliance Starfleet was probably jinxed when it came to designing technology: the Omega-D mk.1 light interceptor that he designed proved to be a total failure and when he constructed the Plasma Storm Generator, it too failed miserably.

He first worked in the various GA shipyards overseeing his "new light interceptor project" and after the Lightness War he was transferred to the Gigerdi Alliance R&D division; once there he constructed the "accident-waiting-to-happen" Plasma Storm Generator during the Beta Quadrant Conflict (GA-IPA war).
