Third Council of Collective Deputies

The Third Council of Collective Deputies of the Independent Hypersentiences was a precursor to the Great Council, which finally ratified the Constitution of the Hemmoian Federation, disbanded the Independent Hypersentience state, and established the Great Council as the Federation's permanent governing body.

DHR Senate Chairman Rashaverak later called this the "biggest mistake in Hemmoian history."
