Great Council
The Great Council is the central policymaking and governing body of the Hemmoian Federation. The body is made up of the top members of the Collective, representatives of member states, and of representatives of the quadrant councils of collectives (one delegate for each quadrant plus special representatives from sector councils).
In 3,xxx the IHC xxx was transformed into the Great Council. The Council issues declarations and instructions based on and in accordance with applicable laws, which have obligatory jurisdictional power over the territories of all member states within the Federation. However, the most important state issues are often handled through the Collective directly, which is de facto more powerful than the Council.

Authority
The Great Council is the head of the HFed government's executive branch. It consisted of a Head member and a General Secretary, several First Deputies, Deputies, ministers, Chairpersons of executive committees and the representatives of Federation member states. The Chairperson of the Great Council can also recommend people who he found suitable for membership of the Great Council.
The Great Council has the power to elect Executive Committees of not more than 200 members to oversee specific matters, such as legislation. The Great Council directs in a general way the activity of the government and of all organs of the collective authority in the Federation, and it coordinates and regulates the operation of the Collective constitution and of the resolutions of the Executive Committees and of the central organs of the collective power.
The Great Council considers and enacts all measures and proposals introduced by the Collective or by the various departments, and it also issues its own decrees and regulations. The Great Council issues decrees, resolutions, orders, and, in general, takes all steps necessary for the proper and rapid conduct of governmental affairs. The Great Council has the right to revoke or suspend all orders and resolutions of the Executive Committees and their Sub-Committees.
Within its limits, the Great Council has responsibility for:
- Management of the national economy and socio-cultural construction and development
- Defence of the interests of state, collective property, public order and to protect the rights of Collective citizens
- Ensuring Federation security
- General leadership over the HFed Military and determination of military development
- Provision of general leadership in connection with HFed foreign relations and economic, scientific-technical and cultural cooperation with other galactic powers as well as the power to confirm or denounce international treaties signed by the HFed.
- Creation of necessary organisations within the Great Council in the fields of economics, socio-cultural development and defense.
The Great Council can also issue decrees and resolutions and later on verify their execution. All organisations are obliged to follow the decrees and resolutions issued by the Great Council.

Secretariats
Secretariats have a diminished power in the Federation, with decision making handled by a network of regional and local collectives in part due to the vast distances involve, but can issue general orders.
Executive Committees
Executive committees are instrumental in keeping the vast Collective system coherent and integrated.
History
The Great Council was formed shortly after the refoundation of the Independent Hypersentience Collective into the Hemmoian Federation of modern day, by order of the Third Council of Collective Deputies.
The massive Palace of the Great Council was built on Aldaain to house the meetings of the body.
Members
The Great Council has both full and candidate (non-voting) members. The actual size of the Great Council varies, but it usually consists of fourteen full and eight candidate members. The formal head of the body is technically the Päähemmo, although his authority has since decreased massively, with General Secretary of the Council Hemmo Paskiainen playing the leading role.
