Executive Committees
The Executive Committees are the legislative branches of the Hemmoian Federation. Unlike the parliamentary systems of most other stellar governments, new Executive Committees can be and often are formed at will by the Great Council or popular election, and operate in parallel with each other. Often, a single committee will only work on a single legislative issue and then disband after having finished drafting and ratifying a law.
Officers
Members of Executive Committees are known as Executive Officers of the Federation. Unlike most democratic states where representatives are elected to serve long terms by popular vote, the officers of Executive Committees are selected by sophisticated data-gathering algorithms which pick the members of each committee randomly out of the common population of the Collective. Another random selection of citizens is then consulted by the algorithm to flag the candidates they find most suitable and unsuitable for the given task. This system basically eliminates "career politicians" from Federation society and is, in theory, designed to empower the general population directly in the collectivist spirit of the Infinite Pyramid model.
Criticisms
Although the system can be effective, some have criticized it as "hideously complicated"[1] and "overtly bureaucratic, inefficient and slow."[2] Occasionally, committees are known to never reach a desirable conclusion and may live on forever within the maze-like bureaucracy of the Collective. Several committees have since been formed by the Great Council to deal with this administrative issue, but they have not yet reached a final conclusion; the founding of several further Special Investigative Committees was, however, suggested.
The system has also been criticized for its lack of authority over the Great Council. Although in theory the Executive Committees have power over the Council's decisions and the selection process of Council members, the Great Council in practice can veto every Committee decision.
