History of the Parlien Geniocracy

The history of the Parlien geniocracy has practically no wars and is thus one of the most peaceful ones in the Milky Way Galaxy.

Pre-space exploration

Parliens had evolved to be more intelligent than average which had allowed for a more rapid technological development. Due to their high intelligence the Parliens managed to work together already early in their course of evolution and thus their planet was mainly devoid of any specific nations. There were some exceptions where peaceful coexistence with different Parliens didn't work out and smaller conflicts took place, but these died out soon due to low popular support and usually the attacker being completely alone. The forms of government have been the ones deemed as the most efficient over the years and while there wasn't large scale cooperation in the earlier days, mainly due to the lack of technology, the Parlien governments took into account the neighboring governments. This also enabled early centralization, for example of food production and later electricity production.

Once the Parlien technology had evolved to a point where efficient communication networks had been established a slow and steady unification process began. Eventually the entire planet unified under one name and one central government, although smaller local governments also remained. All these were elected through democratic election once the candidates had passed an exam. Thus the Parlien Geniocracy was formed. Space exploration was deemed relatively unnecessary for a long time, though a unified space program was in place once the technology allowed it, but it was limited to mainly sending out satellites.

Colonization begins

Eventually the Parliens had a steady increase of interest in space and what it offered. Although they had very little reason to leave their homeworld as the natural conditions were very good and everything was stable, they nevertheless were interested in seeing what they could find in space. Thus their space program got a lot more focus on it and it didn't take too many decades for them to mount their first extra-solar missions. Steady improvement of technology allowed the Parlien Geniocracy to further expand their territory.

First contacts

Due to their location in the Milky Way Galaxy the Parliens managed to go quite long before making first contact and, unlike other races, they technically didn't make first contact to a specific race, but rather with the Beta Quadrant Free-zone. This was problematic to the Parliens from the start as there were several hostile groups in the free-zone. Although the distance to the free-zone from the nearest colonies was quite long there were still some raiding parties emerging from time to time. This proved that the current military strength of the Parlien Geniocracy was lacking and needed reinforcement. Technologically the Parliens were able to resist the raiders effectively, but the lack of forces made it difficult to patrol and protect their borders.

All industrial production was redirected towards building military ships and especially ships capable of effective patrol duty, even when alone. Eventually the Parliens managed to build up their fleet to a state where the raiders were no longer a threat. This didn't fully stop the attacks though. Because of this there were talks among the Geniocracy to find the source of the attackers and destroy it, but this idea was abandoned as it was deemed too risky compared to the current situation. Next decades were a stable time in the Geniocracy and included a steady expansion.

Next major first contact was with the Folan Star Empire. This didn't end up well for the Parliens as their deep space scout had ended up too close to the Folan border and was destroyed. It took a few months for the Parliens realize what had happened. Fortunately the Folans didn't show much interest towards the Parliens, at least at the time. While diplomatic contact was established and ambassadors assigned by both sides there weren't any significant treaties signed.

Not many years after the Folan contact Parlien recon ships encountered Gigerdi Federation vessels in the Beta Quadrant free-zone. Dand ships were also encountered even earlier, but they didn't officially represent their government so no formal contact was established until after the Gigerdian contact. Ships from the Bacterian Empire were also soon discovered in the free-zone. United Commonwealth of Planets and Vemrer Minarchism contacts soon followed as well as the United Orcs. Treaties were soon signed with the GF and UCP.

Peace Station project

The Peace Station project was already underway when the Parliens established contact with the Gigerdians, though the station itself wasn't built yet. Once the station was finished the Parliens were invited as well and saw it as a great opportunity. It was also quite new experience to them as they had only limited time of alien contact before.
