Early Years of Vemrers
Vemrers lived as a small tribes as first, being hunters and gatherers. Fighting was an important thing about their lives and they often fought against other tribes to gain land. Their leaders were always the strongest and most cunning ones. Anyone could challenge the leader. Women and men were both leaders, women more often due to them being most of the time stronger than the men.
Over time some people wanted to pursue different things, while the way of the warrior was always the most respected way some chose not to follow it. At first these people usually where cast out of the tribe and became outcasts and hermits, but later their usefulness was discovered by the other Vemrers, although they still weren't respected.
Some tribes gew larger, although the lack of any farming made expansion significantly harder and no cities were built. Slowly the technology started to advance though and animal farming became a possibility as artificial hunting grounds were built. These allowed the tribes to grow larger. The larger ones became hordes, while some smaller ones still existed independently. Some smaller ones banded together for protection against the larger ones. The alliances often abandoned their allies, especially when the hordes where after a single tribe. While Vemrers often sought conflict they often attempted to live another day if they could.
Within the hordes technology improved faster, especially when several hordes started to work together to gain new technology against another group of hordes. Finding space travel took longer than from most races and space expansion was also slowed by the constant fighting. The first hordes to get into space started to ensure the survival of their tribe even if conquered on their homeplanet. This made all the tribes want space travel.
Space Conquest
Space expansion wasn't easy due to the constant fighting between the different hordes. The importance of their homeworld lessened in time, however, as more planets were colonized. Rarely more than one horde or tribe lived on the same planet, but in the same system sometimes existed another or several hordes or tribes.
Some hordes found few minor races along the way and subjugated them all. None of the races that Vemrers faced were a threat to them. The expansion continued several decades, with all the tribes and hordes becoming stronger, but rather weak when standing alone. The Vemrers, however, saw no reason for any kind of alliance between all the tribes and hordes, although it was suggested. All of them believed to be able to stand on their own, and thus far it had proven to be correct.
Finally the encountered a small race with space-faring capabilities and rather good technology. They had inhabited several systems and one of the Vemrers hordes decided to conquer them. This proved a lot more difficult. After loosing their attack fleets it was clear to the horde that they could not risk sending another invasion fleet or they'd be open to invasion from the other hordes. One other Vemrer horde attempted an invasion on the new race and suffered similar results. While this new race had suffered significant losses already it was too risky for a single horde to attack it. Three different hordes signed an alliance to eliminate this new race and managed to do that also. One horde outside of the alliance used this to their advantage though and attacked one of the horde in the alliance. Surprisingly though the other two even assisted this time. This marked as the first step in the coming changes to the Vemrers.
Birth of Vemrer Minarchism
Up untill the first contact with the Starfleet, the Vemrers had no single government; each of the tribes and hordes were ruled by their designated leader. There had been no reason to form a single government or even a unified army. That, however, changed when they encountered a much stronger foe.
One of the Vemrers hordes encountered one Starfleet vessel, attacked it, but failed to destroy it. The horde allied with three other hordes and they attacked Lihter colonies they had discovered shortly after the first contact.
The first colony fell rather easily with combined hordes, alone it wouldn't have been doable, but combined they managed to do it. They were reinforced with one other horde when they attacked the next colony. This time, however, the rest of the military alliance's races were there to defend it. While the Vemrers fought very fiercely, it wasn't enough. Their attack fleet was driven out. All the other Vemrer tribes and hordes heard a word of this and while others considered them weak, most were highly concerned. For the first time all the leaders met on their homeworld. They agreed that as a single horde or tribe they would not be able to defend themselves or conquer other worlds. While they could never form a government to rule their entire people they decided that they needed a common military, as well as a court and police system to prevent their people from fighting against one other.
So the Vemrer Minarchy was born. A military was created, ruled by one member of each horde and tribe. A court system and laws as well as honor guard to make sure code of honor would be respected by all the Vemrers. The honor guard acted much like police, except that it also made sure all Vemrers would act honorably.
While they still were highly aggressive they no longer fought as much against each other. Only duels were allowed if the code of honor accepted it. It was a rather huge change that didn't happen overnight. The attacks against the Lihters were halted and the Vemrers used several years to change their culture, learning to adapt to it would take many decades.
New Battles
Vemrers wanted a new foe to test their new military on. The newly formed United Commonwealth of Planets was deemed too prepared for an attack and too strong, while still tempting target. Vemrers decided to look for a different enemy first before turning their attention back to the UCP.
Their scouts located worlds on another direction from their space. While Vemrers didn't know who this force was they decided to mount an attack fleet. This was highly dangerous tactic as no one really knew the strength of this species. Some also didn't like surprise attacks. The majority supported the idea and the fleet was prepared. Vemrer scouts picked up a small fleet headed towards UCP space, which proved excellent target practice for the Vemrer fleet. They easily dispatched the Folan diplomatic envoy they had sent towards the UCP space. Vemrers, however, wanted their new enemy to fear them, so they allowed one ship to escape and gave them their name.
Vemrers wanted their enemies to prepare, they were seeking a worthy challenge, only then their unified army could be tested sufficiently. Still, they wanted to have a new enemy, as UCP would know them far too well and would not fear them. Folans were just the thing they needed. Some voiced their concerns in case of a possible UCP attack, but most believed that they didn't have the will to attack.
After few days the Vemrers launched their attack. Their first invasion on a Folan colony went well and the Vemrer hordes worked together very good against a common enemy. However, there were things to improve. Some of the hordes had problems working together so the attack was halted to settle these disputes as on the field of battle there could be nothing to interfere.
After a few weeks the Vemrers were finally ready to strike again, also surprised for any lack of counter-attack. The Vemrers struk on second world and decimated it even more effectively than the first one, but still internal problems became a problem. The fleet had to withdraw. It took over a month for them to get everyone working together again, hopefully this time they would also stay together. Folan scouts were later detected near their space and were ordered to be hunted down. Two were elminated in their space, and one while fleeing back to Folan territory. The last one was destroyed in Folan space. The scouts ordered to hunt down the last Folan scouts chose to be sacrificed in order to strengthen their own people and show the Folans that Vemrers are to be feared.
The Folans, this time, launched an attack of their own. The Vemrers were able to drive them back, although with losses this time. Their own attack was also driven back for the first time. It started to become clear that Folans were not as easy opponents as they first had anticipated. This was of little concern to the Vemrers, however.
The war raged on for several years, while neither side never got the upper hand the Vemrers managed to use the war to strengthen their own people and make them work together. Hostilities between the different tribes and hordes seized almost completely. Vemrer civilization expanded effectively and population growth was higher than ever before.
Vemrers were prepared to fight for as long as it would take, that, however, changed when their forces witnessed UCP forces watching their battle with the Folans. Clearly, the UCP was now a potential threat that could attack them now that both sides were occupied. Vemrers considered UCP a greater threat than the Folans, Folans seemed to think likewise and the war between them soon ended. Both forces briefly engaged the UCP, but it never grew into any major conflict. Vemrers would've wanted to engage the UCP head-on now, but couldn't do that on their own. Folans wanted to rebuild their forces first and Vemrers were forced to do the same.
So, in the next few decades the Vemrers expanded their territory and rebuilt their fleets. Both were done faster than ever before thanks to their unified race.
The Folan War

In year XXXX the wait was finally over and Folans agreed to attack, although they wanted to specify the targets. This didn't matter to Vemrers, they didn't care where the attack would take place. The attack succeeded well, but both sides knew that it wouldn't be that easy. Still, if the Commonwealth was to fight alone they would defeat it.
To their surprise, however, Gigerdians soon came to the aid of their allies. Vemrer and Folan fleets managed to take over two other colonies before they were driven back. Folans soon backed out of the war, which caused all friendly relations between the two races to seize immediately. Vemrers considered them cowards and traitors, but proceeded to attack the Commonwealth on their own. Their attacks didn't go well and were soon forced to fall back. Peace treaty was signed between all of the races involved, although the atmosphere was clearly still hostile.
Some Vemrers used the later years to their advantage in seeking better homes, as several of them migrated into Gigerdi Federation and United Commonwealth of Planets space.
Peace Station Project

Vemrers weren't too interested in the Peace Station project, but chose to participate in it. They were interested in seeing their species survive to fight another day and that required participation.
At that time they also established connections to the Bacterians and Hemmoians, but no treaties were established before the Peace Station was finalized.
